Industry Trends

The biomedical research sector is experiencing unprecedented growth driven by post-pandemic healthcare investments, with federal agencies increasing funding for human health research and disease prevention programs. This trend creates sustained demand for senior research scientists who can navigate complex regulatory environments while delivering actionable scientific insights. Regulatory compliance in human subjects research has become increasingly sophisticated, with new federal guidelines and international standards requiring specialized expertise. Organizations are prioritizing professionals who understand multi-jurisdictional compliance frameworks and can ensure ethical research practices across diverse research portfolios. The integration of technology and traditional biomedical research is accelerating, creating demand for scientists who can bridge technical disciplines with health policy and regulatory expertise. This convergence is particularly evident in government contracting and federal research initiatives.

Salary Evaluation

The offered salary range of $160,000-$180,000 annually is highly competitive for the Washington DC market, reflecting the specialized nature of regulatory compliance expertise combined with senior scientific credentials. This compensation package positions in the 75th-85th percentile for comparable roles in the federal contracting space, particularly given the Program Manager responsibilities and executive-level interaction requirements.

Role Significance

Typical team structures for this role involve managing cross-functional research teams of 8-15 professionals, including junior scientists, regulatory specialists, and administrative support staff. The alternate Program Manager responsibility suggests oversight of larger program initiatives potentially involving 20-30 team members across multiple research workstreams.
This role represents a senior individual contributor position with significant leadership responsibilities, including Program Manager duties and executive-level stakeholder interaction. The position combines deep technical expertise with strategic oversight capabilities, indicating a role that influences organizational direction and regulatory compliance strategies.

Key Projects

Multi-year federal research initiatives focused on disease prevention and public health policy development Comprehensive regulatory compliance program implementation across diverse research portfolios Strategic development of organizational research frameworks and ethical review processes Cross-agency collaboration projects requiring senior-level scientific and regulatory expertise

Success Factors

Mastery of complex federal regulatory environments combined with the ability to translate regulatory requirements into practical operational procedures that enable scientific research while ensuring compliance and ethical standards Executive-level communication and presentation skills that enable effective interaction with senior government officials, federal agency representatives, and organizational leadership, facilitating strategic decision-making and program advancement Strategic thinking capabilities that allow for the analysis of complex organizational challenges and the development of comprehensive solutions that address both immediate operational needs and long-term strategic objectives Deep scientific expertise coupled with regulatory acumen that enables the design and oversight of research programs that advance human health outcomes while meeting stringent federal compliance requirements

Market Demand

High demand exists for professionals combining advanced scientific training with regulatory expertise, particularly in the Washington DC federal contracting environment. The specific combination of human research protections knowledge, IRB administration experience, and executive-level communication skills creates a specialized talent pool with strong market positioning.

Important Skills

Critical Skills

Federal regulatory compliance expertise represents the foundational skill set for this role, as the ability to navigate complex regulatory frameworks directly impacts organizational success and legal compliance. This expertise cannot be easily substituted and requires years of specialized experience to develop fully. Executive communication and presentation skills are critical because the role requires regular interaction with senior government officials and organizational leadership. The ability to distill complex scientific and regulatory information into actionable recommendations directly influences strategic decision-making and organizational success. Human Research Protection Program administration knowledge is essential because it represents the core operational responsibility of the role. This specialized expertise ensures ethical research conduct and regulatory compliance, protecting both research subjects and organizational interests from legal and ethical violations.

Beneficial Skills

Advanced degree credentials in STEM, health policy, or law provide credibility and foundational knowledge that enhances professional effectiveness, though the specific discipline may be less important than demonstrated experience and regulatory expertise Project management capabilities beyond the core requirements would enhance effectiveness in the alternate Program Manager role, particularly skills in resource allocation, timeline management, and cross-functional team coordination Technology and information systems knowledge would provide additional value given the company's focus on computer solutions and the increasing integration of technology in research administration and regulatory compliance processes

Unique Aspects

The combination of deputy Program Manager authority with senior scientific responsibilities creates a unique hybrid role that bridges technical expertise with executive leadership, providing exposure to high-level decision-making while maintaining hands-on scientific involvement
The specific focus on Human Research Protection Program administration within a federal contracting environment represents a highly specialized niche requiring both scientific credibility and regulatory expertise that few professionals possess
The requirement for executive-level presentation capabilities combined with deep regulatory knowledge creates a distinctive professional profile that positions the role holder as both technical expert and strategic advisor
The Washington DC location within the federal contracting ecosystem provides unique access to policy development processes and federal agency leadership, creating professional opportunities not available in traditional corporate or academic research environments

Career Growth

Career advancement to executive leadership positions typically occurs within 3-5 years given the senior nature of current responsibilities and executive-level exposure. The alternate Program Manager designation provides direct pathway to full Program Manager roles, while regulatory expertise and federal agency interaction create opportunities for policy leadership positions within 5-7 years.

Potential Next Roles

Program Manager or Senior Program Manager positions overseeing larger federal research initiatives and multi-million dollar government contracts Director of Regulatory Affairs or Chief Scientific Officer roles within government contracting organizations or federal agencies Senior Policy Advisor positions within federal health agencies or executive branch offices focused on research policy and regulatory development Principal Investigator roles leading major federal research grants and multi-institutional collaborative research programs
